The Federal Highway Administration (FHWA) allocated funding for
FY23 congressionally directed projects to the State DOTs through
FHWA’s Fiscal Management Information System (FMIS). Although the
funding is now available to the States for obligation, it is up
to the State DOT to determine when the project is ready for
obligation and seek project authorization from FHWA. For
example, a State DOT still may need to meet prerequisite
requirements in statute or regulation, such as completion of NEPA
or completion of design, before seeking the funds.
