CSAC AOJ Policy Committee to Meet Tuesday, November 16
The CSAC Administration of Justice policy committee will hold its meeting on Tuesday, November 16 from 2:30 to 4:00 p.m. The meeting will offer lively presentations featuring speakers from the Judicial Council Task Force for Criminal Justice Collaboration on Mental Health Issues, the California Revenue Officers Association, and the California Department of Corrections and Rehabilitation. Topics include how the criminal justice system can better respond to the needs of offenders with mental illness, how the 2010 judicial trailer bill seeks to improve efforts of comprehensive collections programs, where things stand with AB 900 local county jail financing, and what new budget challenges we face in 2010 to name a few. CSAC ANR Committee to Meet Tuesday, November 16
The highlights of the Agriculture and Natural Resources
Committee meeting agenda include a presentation from
the Planning and Conservation League regarding their Water
Neutral Initiative which promotes water neutral development as an
innovative solution that allows new developments to offset their
water demand by making investments in regional conservation,
water recycling, and local storm water capture projects. Also on
the topic of water, Butte County officials will be sharing their
experience in dealing with the impacts of a large water project
in their own backyard.
CSAC staff will also be providing a 2010 Budget/Legislative Wrap
Up that will very likely focus on the Williamson Act.
CSAC GF&O Policy Committee to Meet Tuesday, November 16
The Government Finance and Operations policy committee meeting
will take place on Tuesday, November 16 from 2:30 p.m. to 4:30
p.m. in the Magnolia Room in the Riverside Convention Center.
Included on the agenda is an action item requiring
approval by the committee to recommend the CSAC Board of
Directors adopt a resolution that recognizes the importance of
increased access to and adoption of broadband technology, and
join the California Emerging Technology Fund’s “Get Connected!”
public awareness campaign. The committee will also discuss the
implementation of Proposition 14, which provides for a new
primary system for the election of statewide offices, the
California Legislature, the Board of Equalization, the United
States Senate and Congress.
Additionally, the Employee Relations policy section of the
GF&O Committee will provide an update on pension reform
efforts and corresponding legislation, as well as a presentation
of a summary of actions taken by state officials and policy
makers in an effort to provide more compensation transparency in
light of the abuses seen in the City of Bell.
CSAC HHS Policy Committee to Meet Wednesday, November 17
The CSAC Health and Human Services Policy Committee will meet on Wednesday from 2:00 – 4:00 p.m.to hear updates on the new Section 1115 Medicaid Waiver, which has a plethora of provisions related to counties. Other topics for the meeting include a presentation by respected mental health affiliates on the cost-effectiveness of integrating mental health and substance use services with primary care. Representatives from the United Ways of California will also update the committee on the latest efforts at the federal level to create a statewide 2-1-1 system, and other efforts related to fighting poverty in California.
CSAC HLT Committee to Meet Wednesday, November 17
The CSAC Housing, Land Use, and Transportation Policy Committee, meeting Wednesday, November 17th from 10:00 a.m. to noon, will discuss a number of timely and interesting issues ranging from land use planning, transportation, and Indian gaming. Here are some of the highlights:
- A recap of election results and the anticipated effects of Propositions 22 and 26 on transportation funding. Does Proposition 26 invalidate the recently enacted transportation tax swap? If so, what takes its place, if anything? What does Proposition 22 mean for the state general fund savings realized under the transportation tax swap and what are the State’s options for closing this gap?
- Bimla Rhinehart, Executive Director of the California Transportation Commission, will provide an update on a new statewide multi-modal transportation needs assessment study currently underway in addition to a presentation of the preliminary findings of the update to the 2009 Local Streets and Roads Needs Assessment.
- Amy Frykman with Resource Media will provide a special presentation on how to craft messages to the public about land use planning and how planning is a way for communities to decide their own futures while protecting the rights of everyone.
- Supervisor Mike McGowan (CSAC 2nd Vice President), Joe Krahn with Waterman and Associates, and Bruce Goldstein, Sonoma County Assistant County Counsel will provide an update on CSAC’s multi-state effort to reform the fee-land into trust process at the federal level. Will the new make-up of Congress affect our prospects for enacting our reforms? They will also provide information on an important case pending before the United States Supreme Court – Madison County NY v. Oneida Indian Nation of New York.
