Public Comment Period Open for the 2023 California State Emergency Plan Coordinating Draft

The California Governor’s Office of Emergency Services (CalOES) is currently conducting a public review and comment period of the 2023 California State Emergency Plan (SEP) Coordinating Draft.

The 2023 SEP Coordinating Draft is a strategic level document that describes California’s overall emergency management system. The plan is written to support emergency managers and responders at all levels of government and is updated on a five-year cycle. During this cycle, significant updates to the 2023 SEP include:

  • Updated hazards discussion with new information on wildfires, earthquakes, pandemics, severe weather, Public Safety Power Shutoffs (PSPS), and cyberattacks.
  • Added information on the Fire & Rescue Coordination Center, Air Coordination Group, and the Medical and Health Coordination Center.
  • Updated state agency roles and responsibilities.
  • Added Recovery Support Functions and the California Disaster Recovery Framework.

The 2023 SEP Coordinating Draft, on-line comment form, and instructions for submitting comments are located on the Cal OES 2023 State Emergency Plan webpage. Presentations are being offered during the public review period and may be virtual or in person based on staff availability and can be requested through an online form on the webpage. The public comment period ends September 15, 2023.
