Description:

Under the direction of the Department of Child Support Services (DCSS) Chief Information Officer, the California Child Support Automation System (CCSAS) Project Office Director has overall knowledge and responsibility to ensure integration of all project parts to achieve ongoing success.
The CCSAS Project Office Director exercises leadership over those responsible for the technical, system, and business aspects of various projects necessary to sustain CCSAS long term, including procurements, management of migration projects transferring infrastructure and resources from existing vendors to state and/or new vendors, and leadership of statewide governance process.
The position:
• Assesses current and emerging technologies, IT service delivery models, and IT management best practices, and develops strategies, implementation, and migration plans aimed at both Department enterprise-wide and California Office of the State Chief Information Officer (OCIO)-level IT portfolios.
• Serves as a technical strategic advisor on projects requiring high level strategy, alignment, technical vision, management evaluation and oversight.
• Creates strategies to enhance efficiency and effectiveness of IT services, improve IT service delivery with agency objectives; and articulates business advantages of technology development initiatives.
• Plans, develops, and implements key new technology and enabling infrastructure development projects for systems and services.

Qualifications:

Eligibility to take the CEA examination does not require current permanent status in the civil service.
Applicants must demonstrate the ability to perform high administrative and policy-influencing functions effectively, including:
(1) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; personnel management techniques; the department’s or agency’s Equal Employment Opportunity (EEO) Program objectives; and a manager’s role in the EEO Program.
(2) Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.
