Description:
The County of San Luis Obispo is seeking a dynamic, experienced and talented individual to lead the County’s new Central Services Department. This position, plans organizes and directs the work of this internal services department which provides services to county departments in the areas of: fleet management, real property management, purchasing and procurement, and mail services. This position also acts as the county’s purchasing agent. The Director of Central Services, is an unclassified, Department Head position which is appointed by and serves at will to the County Administrative Officer. This newly formed department has 13.50 full time equivalent staff and a general fund budget of approximately $9.5M.
Qualifications:
The ideal candidate will shall possess a combination of training,
education, and experience that provides the knowledge, skills,
abilities and competencies necessary for the successful
management of the Central Services Department. Typically s/he
shall have graduated from an accredited four-year college or
university with a bachelor’s degree in business administration,
public administration or a related field and have five years of
management experience with a public sector agency. We are looking
for someone who:
Can direct the implementation and coordination of programs and
special projects in order to ensure exceptional services are
provided to county departments
Is an experienced negotiator in the areas of purchasing, service
contracts and real property transactions
Is experienced in the development and submission of departmental
budgets that include internal and enterprise funding elements
Is an effective manager who can oversee the work of staff and
provide effective training, coaching and leadership
Has excellent verbal and written communication skills for
researching and preparing well organized presentations
Is a team player who can work effectively with county department
heads and staff at all levels
Can deliver excellent service to internal and external
customers
Has comprehensive experience and knowledge in public purchasing
and contracting laws, principles, practices, and methods
Can analyze and monitor vehicle expenditures for County
departments and provide recommendations regarding the use and
purchase of new vehicles
Is knowledgeable in real property appraisal, laws and procedures
governing acquisitions and condemnation of property, and rights
of way for public use

The annual salary range for this position is $105,893 – $128,731
depending on qualifications. The annual salary is supplemented by
