This position reports directly to the Assessor/Recorder/County Clerk and is responsible for the management and operational oversight of all departmental computing systems and related processes and procedures. This also entails responsibility for managing the various departmental aspects of the County of San Diego IT Outsourcing Contract (specifically, how it impacts and benefits the Assessor/Recorder/County Clerk), overall project management, application portfolio management, strategic and operational planning, IT budget planning, cost/risk-mitigation, new technology evaluation and placement, application requirements analysis, new application and systems implementation, web/portal technology evaluation, business process reengineering, third-party vendor contract management and performance evaluation, IT billing resolution, service metric analysis, procurement proposals/processes (RFI/RFB/RFP), disaster planning, IT security management, infrastructure/network architecture planning and implementation, telecommunications planning, and service delivery coordination. A bachelor’s degree from an accredited U.S. college or university, or a certified foreign studies equivalency, AND, at least five (5) years of management-level IT experience.
