Code Compliance Inspector I- $3,921 -$5,353 per month; Code Compliance Inspector II- 4,578 – 6,248 per month

Description:

The Monterey County Resource Management Agency, Building Services, seeks Code Compliance Inspectors to provide investigations and on-site inspections necessary for the administration and enforcement of the County zoning, building, grading and erosion control codes and related laws and regulations governing land use. Candidates will be considered at both the Code Compliance Inspector I and II levels. Candidates appointed to the Code Compliance Inspector I level maybe promoted to the Code Compliance Inspector II level subject to meeting the employment standards for the higher job class and receiving a recommendation for promotion by the appointing authority.

The ideal candidate will have strong customer service skills, the ability to deal with difficult people in high stress situations, able to communicate effectively and be an active listener. The ideal candidate will demonstrate the ability to interpret technical, complicated laws and ordinances and possess strong writing skills. The ideal candidate will also get along with others and be a team player.

Qualifications:

The Successful Candidate will demonstrate the following knowledge, skills and abilities:

Code Compliance Inspector I:
Working knowledge of:
Recordkeeping procedures and practices.

Some knowledge of:
Methods and techniques used in investigations; Methods and system of legal enforcement and court procedures; Federal, State, and local regulatory agencies and their requirements; General purpose and intent of applicable codes and ordinances governing building construction, zoning, grading, and erosion-control codes.
Code Compliance Inspector II:
Working knowledge of:
Zoning, building, grading, and erosion-control codes; Principles, methods, and techniques used in investigations and enforcement work including appropriate legal requirements and constraints.

Skill and Ability to:
Gather and evaluate facts and evidence and draw logical conclusions; Maintain accurate and legible field notes; Write clear, concise, and comprehensive reports and correspondence; Research, read, interpret, and apply zoning, environmental, and building ordinances and related regulations, laws, and other ordinance governing land use in an objective, accurate way; Communicate clearly and effectively with the public for the purpose of gaining cooperation through discussion and persuasion; Complete thorough, accurate investigations of violations and follow up to achieve compliance; Maintain cooperative relationships with co-workers and others contacted through the course of work; respond in a positive manner to supervision.

Code Compliance Inspector II
Skill and Ability to:
In addition to the above, the ability to testify in administrative hearings and courts of law.

Examples of Duties:
• Conducts investigations, including on-site inspections, to substantiate existing land use; verifies compliance with permit conditions, zoning, building, grading, erosion-control codes, and other applicable laws and regulations governing land use.

• Gathers evidence, information, and documentation to support action for gaining compliance.

• Analyzes all facts and evidence gathered to determine legality of alleged activity; identifies and interviews responsible parties; recommends possible civil/criminal penalties; determines the nature of the violation; prepares and issues citations for violations of the various codes; determines if cause exists to refer the case to other agencies for investigation.
