$10,015.44 – $11,042.04 Monthly

Description:

Responsible for planning, organizing, and implementing the activities of a centralized debt management program; provides technical assistance to County departments in developing debt financing; monitors and maintains the debt payment schedule; forecasts, tracks, and reports on activities after issuance; provides accounting expertise on debt issuances; and supervises professional, technical, and support staff.

Qualifications:

Minimum Qualifications

Graduation from an accredited college or university with a Bachelor of Arts degree in public financial management, business/public administration, economics, governmental accounting or other fields directly related to the budget, fiscal, and management duties of this class.

and

Two years of experience within Sacramento County service in the class of Senior Administrative Analyst (or higher) with delegated authority and responsibility for working with capital financing programs, issuance of tax-exempt bonds/notes, grant programs, or other financing programs of Federal, State, or local government programs.
or

Four years of increasingly responsible professional accounting or financial management experience performing municipal debt issuance and/or investment management and supervising technical and administrative staff engaged in these and related duties.

Note: A Master’s Degree is desirable.

Directly related experience may be substituted for the degree requirement on the basis of one year of experience for one year of college-level education to a maximum of four years.

Note: The objective of these minimum qualification patterns is to identify experience demonstrating that the individual functioned as a technical authority in municipal debt issuance for a governmental agency; provided full-scope and/or technical supervision over administrative and technical staff; and participated in management, policy, and fiscal matters that had significant agency-wide impact.

Debt management experience in a governmental jurisdiction is preferred although private enterprise experience may provide the necessary background as described in Experience Pattern 2.
