Description:
The San Mateo County Department of Public Works, Administrative
Services & Airports Division, is seeking highly qualified
candidates for the position of Deputy Director.
The Department of Public Works plans, designs, constructs,
operates and maintains facilities and equipment that are safe and
accessible to the clients of County agencies, the general public
and County employees. The Department advises the Board of
Supervisors on all public works issues, including rates and
charges for services that are fair to both the users and service
providers. Public Works has a budget of approximately $200
million and is comprised of over 300 employees in four divisions:
Administrative Services and Airports, Engineering and Resource
Protection, Facility Services, and Road Services. The
Administrative Services and Airports Division consists of six
sections: the Airports, Accounting, Business Systems, Clerical
Support, Safety & Training and Personnel & Payroll. Areas of
responsibility for the Division include business systems and
automation, accounting and budget, safety, risk management,
training, personnel/payroll services, organizational development,
legislation, contract administration, clerical support and the
operation of two general aviation airports.
The Deputy Director of Administrative Services and Airports is
responsible for planning, organizing, directing, coordinating and
evaluating the activities and operations of the Division. The
Deputy Director reports directly to the Director of Public Works
and is expected to play an integral role on the Department’s
management team. The position provides highly responsible and
complex administrative support to the Director and may act as the
Director in his absence. The Deputy Director is enthusiastic for
and dedicated to public service.
Qualifications:
More specifically, the ideal candidate will be:
• An experienced administrator with a thorough understanding of
the principles, practices and administration of municipal public
works, public works financing and budget implementation
• An approachable and politically astute leader with a management
style that quickly fosters trust, loyalty, respect and commitment
from employees and other county managers
• An accomplished decision maker with a can-do attitude and who
can get things done
• A strategic thinker and planner with innovative yet practical
solutions to long-term challenges

The Deputy Director will have the proven ability to plan,
organize, direct, coordinate and evaluate the activities and
operations of the Division, including: meeting and exceeding
customer expectations for support services as operational
resources are declining; continuing to engage employees at all
levels of the organization in strategic planning and
organizational performance review efforts; continuing to assess
organizational structure, resources, processes and systems for
improvement opportunities; coordinating the development and
monitoring of the Department’s budget and ensure fiscal
accountability; ensuring divisional barriers are not created and
promote ongoing efforts to create a sense of common purpose for
the organization; and continuing to provide professional,
effective and responsive service to airport users, tenants, and
the community.
