Description:
The Deputy Director of HHSA/Child Welfare Services Director directs the activities of the Child Welfare Services (CWS) Division within the HHSA. The Division is responsible for a range of services, including child protection and child welfare services. The services are designed to ensure the safety and well-being of children under 18. CWS staff provides protective and supportive social services in the belief that children and their families deserve stable nurturing homes, a supportive environment, and a sense of personal empowerment and hope. The Division also works hand-in-hand with many local community agencies to provide parent education as well as other child abuse prevention and early intervention services to families. Management responsibilities for the CWS Division include planning and administration of division activities, the development and management of division budgets, and the supervision of division staff.
Qualifications:
The Ideal Candidate
The ideal candidate should demonstrate significant expertise
in:
Pertinent federal, state, and local laws, codes, and regulations
in-cluding those relating to child welfare and child protective
programs.
Collaborative management techniques, and evidence of having
practiced those techniques throughout his/her career.
Supervising a diverse staff, including licensed social workers
and office support staff.
Child welfare and child protective social services programs and
can lend significant expertise to process improvement, while
focusing on moving the Napa County Child Welfare Services
Division into a more progressive area.
Progressive thinking and being on the forefront of changes and
ad-vancements in the Child Welfare field.
Management of the Child Welfare Services Division with
significant independence and little need for oversight.
Leading people and creating a positive, meaningful change.
Excellent communication, orally and in writing.
Working with community partners on joint issues of concern
related to Child Welfare Services.
Management Style and Personal Traits
The ideal candidate will be a creative leader and systems thinker
who has a collaborative work style and commitment to quality
public services.
He/she should be someone who is able to work under pressure, meet
deadlines and adjust to changing priorities; be an active
listen-er and team builder; have strong interpersonal and
communication skills; and demonstrate an energetic management
style.
This person should also be a leader who embraces challenge, is
open minded, thinks collaboratively and is comfortable working in
a complex public service organization.
The selected individual must also have a high degree of
integrity, be facilitative rather than confrontational in nature,
and understand the importance of compliance and be an advocate of
quality services.
Finally, this person should be able to interact well and
comfortably with individuals of various ethnic, social, cultural
and economic back-grounds and be able to approach challenges with
confidence.
Experience and Education
A Bachelor’s degree from an accredited college or university with
major course work in social work, human services, clinical
psychology, or a related field. The most competitive candidates
will possess an advanced (masters or doctorate) degree.
Six years of increasingly responsible professional program experience in a child welfare, social service, or human services program including four years of administrative and supervisory responsibility.
