Description:

The Project Development Unit (PDU) is a new division of the County Manager’s Office and explores and adopts the most effective project delivery method for each project while also leveraging consultant expertise to expedite project delivery on time and within budget. The PDU is currently staffed with eight positions and is supported by contract consultants when appropriate. Additional Capital Projects Managers may be added in the future as necessitated by the number and scope of projects approved by the Board of Supervisors. The Unit is responsible for several projects currently “in the works” with project funding totaling approximately $300 million.

The Director of Project Development will plan, organize and direct all activities and resources of the County’s capital programs and projects, construction and contracts; will oversee the total development of major, complex, high-cost projects from program planning through final acceptance of construction and warranty period; will supervise professional, technical and support staff involved in major capital project planning, design and “ground up” (green field) construction; will develop, implement and evaluate goals, objectives, policies and priorities for the department; and will provide highly complex staff assistance to the County Manager’s Office and Board of Supervisors.

Qualifications:

A typical way to qualify is graduation from an accredited college or university with a major in architectural design, architectural engineering, construction management, or a closely related field, and five years of increasingly responsible experience in capital improvement projects management or comparable architectural engineering, including three years of supervisory responsibility. Requires knowledge of construction management, including management of all phases of project delivery from project planning to post-construction, scheduling control methods, cost-control methods and construction dispute resolution; trends, approaches and problem-solving techniques used in construction engineering and inspection and compliance processes; pertinent local, state and federal laws, rules, regulations and enforcement procedures; and state and federal assistance programs for park acquisition and development.
