Description:

The City of Berkeley is currently accepting applications for General Services Manager with the Finance Department.

The General Services Division in the Finance Department manages city-wide procurement activities, from issuing and awarding all non-construction bids and Request for Proposals (RFPs), opening all construction bids to obtaining the best competitive pricing for purchases while adhering to the City’s purchasing policies. The City’s central mail services are also within General Services.

The General Services Manager, reporting to the Director of Finance, is a division head responsible for planning, organizing and directing the programs and activities of the General Services Division. This position has management responsibility for this division, which provides for the centralized purchasing and mail services for the City; manages a budget of approximately $1.1 million and manages six career full-time staff. This position performs duties, which involve the exercise of considerable discretion and latitude of judgment in problem solving and in providing a high quality of service.

Typical duties may include:
Develops and directs the implementation of goals, objectives, policies, and procedures and work standards for the General Services Division;
Selects, directs, assigns, and evaluates professional and administrative support staff and provides for their understanding and training in carrying out the department’s mission
Plans and administers the division’s annual budget
Responsible for the development and update of City Ordinances and Resolutions for Council consideration and approval; enforces compliance of City policies involving such programs as Living Wage, Contract Compliance, procurement restrictions and initiates legal action when necessary making sure that all required documentation is prepared properly and thoroughly to maximize the chances of a successful Court action
Manages a centralized Purchasing function which includes identifying specified equipment and reliable equipment, which meets the City’s needs, creating cost effective purchasing and maintenance agreements, and advising departments on specialized purchasing needs
Maintains the Purchasing information on the City’s WEB site, and assures that customers and vendors have on-line access to needed information and forms
Represents the department in meetings with customers from other City departments, and local business owners and the other employers in the City of Berkeley
Prepares a variety of written reports and materials for the Finance Director, the City Manager, the Council, City Commission and outside agencies
Manages and coordinates the interoffice mail delivery services
Coordinates with the City Auditor and other involved entities citywide regarding contract compliance and administration

Qualifications:

EDUCATION
Equivalent to graduation from a four-year college with major course work in accounting, business administration, information technology or public administration or a related field,

EXPERIENCE
Four (4) years experience with management and supervisory responsibility for purchasing, accounts payable or other municipal services functions similar to those identified herein, of which two (2) years of experience must have been in managing a centralized purchasing operation. Progressively responsible related experience may be substituted for the college course work on a year-for-year basis.

Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities.
When driving on City business, maintenance of a valid California driver’s license and satisfactory driving record is required.

KNOWLEDGE AND ABILITIES

Knowledge of: Principles and practices of effective employee supervision including selection, training, evaluation, and discipline; team building and employee empowerment programs; Developing and implementing goals and objectives; and in applying them to guide and define both division and employee performance; Municipal operations including ordinances and their enforcement of various types of City policies; Commonly accepted public sector purchasing principles, standards and methods; including competitive bidding and contract negotiation; Automated financial systems and their use in controlling risk across an organization; Standard pricing concepts, and low cost purchasing and contracting and auditing methods for a high volume, decentralized ordering system; WEB site maintenance and the provision of customer access/information; Business computer user applications, including spreadsheet programs.

Ability: Maintaining cooperative working relationships with City staff; and providing effective and productive centralized general services programs; Planning, organizing, assigning, directing, reviewing and evaluating the work of assigned staff and developing a strong customer service ethic in the workforce; including the development and use of work plans and performance measures to plan work and monitor and hold accountable assigned staff; Analyzing, interpreting, explaining and applying technical policies, procedures, codes, statutes, descriptions and documents; Exercising sound independent judgment within established guidelines; Representing the City in meetings with vendors, contractors and suppliers, City of Berkeley businesses, the Chamber of Commerce, and lessees. Developing and writing sound policies and procedures and training staff in their use; Preparing clear, concise, and complete reports and other written materials such as business documents, policy and procedures manuals, and business correspondence and making oral presentations to groups.
