Salary:

$5,929-$6,522/mo; Actual salary will be dependent on the qualifications of the successful candidate. Merit Increase typically 5% each year for the first 7 years.

Vacation: 12 days a year for the first five years; incremental increases every 5 years thereafter, up to 20 years.

Management Leave: Annually fifty-six hours.

Holidays: An average of 13 paid holidays per year (which includes 2 floating holidays).

Sick Leave: Accrued every payroll period up to 12 days per year.

Health/Dental/Vision: The County pays 90% of the Basic Plan premium for employee only and 70% for dependent(s).

Life: County provides $50,000 in life insurance coverage.

Deferred Compensation: Voluntary Deferred Compensation plan(s) are available.

Description:

The County of Yuba is accepting applications for Health and Human Services Program Manager of the Child Welfare Services Division. This position reports directly to the Deputy Director of Health and Human Services. This class is distinguished from Deputy Director of Health and Human Services in that the latter is responsible for multiple divisions of the Health and Human Services Department and exercises overall management responsibility for all departmental activities and functions under the direction of the Director of Health and Human Services.

The incumbent will plan, organize, administer, review and evaluate the work of staff and all activities related to the Child Welfare Services division of the Health and Human Services Department. Responsibilities include coordinating, conducting and reviewing a variety of complex analytical support activities, providing operational analysis and strategic planning in a manner which supports operations and programs. The position requires participation on a variety of committees, task forces and teams. This recruitment Eligibility List may be used to fill future open positions within the Health and Human Services Department. This is the management level in the human services series.

Qualifications:

Minimum Requirements: Bachelor’s degree from an accredited four year college or university in Accounting, Business, Business Administration, Economics, Finance, Human Services, Public Administration, Social Services, Social or Behavioral Sciences*, Social Work or a field related to the work and five years of supervisory experience equivalent to the County’s class series of Social Worker Supervisor or Eligibility Supervisor, or five years of progressively responsible professional level accounting or financial analysis which has included at least two years in a supervisory/management capacity. Additional education, as described above, may be substituted for a maximum of two years of experience.

*Examples of social or behavioral sciences may include: anthropology, criminal justice, economics, education, ethnic studies, human development, philosophy, political science, psychology, social welfare, sociology, welfare and women’s studies.

Preferred Requirements: In addition to the minimum, a Master’s level degree as previously defined and additional years of experience as previously defined.

Licenses and Certification: The ability to obtain a valid CA Class C driver’s license within ten days of employment; maintain throughout employment.

Special Requirements: Attend meetings outside of normal working hours. Respond to emergency situations during weekends, holidays and other off-shift hours. Provide DMV printout prior to hire. Must file statements of economic interest with the Yuba County Clerk/Recorder.
