Description:
The County of San Mateo’s Information Services Department seeks a qualified Division Manager of Administration and Finance. Under general direction of the Office of the CIO, the Division Manager will manage 10-20 staff and be responsible for ISD administrative services, finances, budget, accounts payable, service charges, monthly/quarterly/annual financial reports, procurement, contract management, coordination of legal reviews and tracking of ISD performance metrics. This Division Manager will also be responsible for the ISD human resources functions, coordination of all labor and employee relations activities, department-wide staff training plans and tracking, recruitments and vacancy management, the ISD employee performance management system, and the ISD Performance Portal. Additionally, the individual will plan, develop and implement goals, policies and priorities for the assigned area that align with department priorities; direct assigned staff; and provide highly responsible, complex administrative support to the Office of the CIO and their management staff.
Qualifications:
The ideal candidate for the position will possess:
• 5-10 years of financial experience as well as experience
working at a senior-level in a technology related field providing
support to end-users and working as a team with other senior
managers to provide excellent customer service and meet or exceed
operational metrics.
• A keen interest in working with the Office of the CIO to build
a strong department through pro-active actions, great
communication and a positive attitude towards change.
• Excitement about working with internal and external
partners
• Strong written and verbal communication skills.
A typical way to qualify is three years of professional-level
experience in information systems which has included one year of
administrative or managerial experience. Experience should
include a substantial combination of online applications, data
communications, computer operations, operating systems, voice
communications and services, and large communications systems.
Qualified candidates should have knowledge of information
systems, technology and practices as they relate to large,
complex data, voice and multimedia networks; distributed servers
and multiple technologies; and multi-vendor equipment and
software environments. Also, must have good management,
supervisory, training, staff selection/evaluation and
interpersonal skills. Requires the ability to understand and
communicate information about complex systems to individuals with
varying levels of expertise; develop, administer and interpret
policies, guidelines and procedures related to the assigned
Division; understand and work effectively in a complex
organization with multiple and overlapping authorities; and
determine the direction of technology and make appropriate
technological choices.
