Description:

The County of Nevada, California, located in the scenic Sierra foothills, seeks a Program Manager – Code Compliance to direct the efforts of staff (three Code Enforcement Officers and an Office Assistant II) in gaining voluntary compliance with the County’s building, planning and environmental codes. Under general direction, direct staff efforts to gain compliance with the codes voluntarily. However, if compliance is not achieved, the manager may direct the issuance of administrative and criminal (infraction) citations. In severe cases, the County may abate the nuisance (removal of structures, vehicles solid waste, etc.) without the permission of the property owner, under the direction of program manager. The manager works directly with staff in the field, coordinates efforts with the Sheriff’s Department where necessary, and consults with County Counsel. Code Compliance is a Division of the Community Development Agency administrative unit.

Qualifications:

Minimum requirements include Bachelor’s degree from an accredited college or university in environmental health, a physical science, business, social services, sociology, psychology, or field related to one of the previously mentioned, and three years of experience in the program field at the advanced journey level, preferably in a community-based organization involving program development.

OR

Master’s degree from an accredited college or university in environmental health, a physical science, public health, health services administration, business or public administration, social sciences, psychology, counseling, social work or field related to one of the previously mentioned, or as required for any required licensure, certification, or registration, AND two years of experience in the program area at the advanced journey level, preferably in a community-based organization involving program development.

OR

At least five years in a supervisory or management capacity in a public service division, and additional experience at the same level which may be substituted for the four-year degree on a year-for-year basis, unless a four-year degree from an accredited college or university is required for required licensure, certification or registration.

For all candidate, POST approved Penal Code 832 training will be required prior to completion of the probationary period. In addition, certification as a Code Enforcement Officer from CACEO, ICBO, AACE, CCEC, SCACEO or any other certification approved by the California Association of Code Enforcement Officers, is required within two years of hire.
