Description:

Senior Appraisers obtain, process and analyze data for timely completion of the valuations of the most complex and specialized residential, commercial, industrial, manufacturing, technological, agricultural, institutional, mixed-use and special-use real and personal property for tax assessment purposes; present appraisals before the Assessment Appeals Board; and perform lead work and train new workers. Senior Appraisers must be able to operate in a rapidly changing technological environment.

Qualifications:

The ideal candidate for this position will:

• Appraise all types of tangible and taxable property, particularly high-value, multi-unit income producing residential properties, large commercial and industrial properties, possessory interest in government-owned and agricultural properties
• Analyze appraisal-related information
• Successfully present appraisal reports at the Assessment Appeals Boards
• Review assessments for possible decline in value as well as appear as an expert witness before the Assessment Appeals Board as to property value
• Review other assessment issues, including but not limited to, Change in Ownerships, Exemptions, etc., in compliance with the Revenue and Taxation Code
• Interact with other county departments and governmental agencies
• Interact with and engage in discussion with property owners, and their agents
• Assist in training of new appraisers and perform related duties as required

The ideal candidate for this position will be a certified appraiser with at least five years of experience performing both residential and commercial appraisals for assessment purposes, or six years of experience appraising real property with three years of experience valuing commercial properties. Additionally, the ideal candidate will possess a permanent Property Tax Appraiser Certificate issued by the California State Board of Equalization (BOE); have good knowledge of Revenue and Taxation Code and property tax rules; and possess excellent computer skills, including advance working knowledge of MS Office, specifically Excel and Word. All employees must obtain this certification within one year of appointment to this position. The person hired into this position may be required to obtain the Advanced Appraiser Certificate issued by State Board of Equalization within two years of appointment.
