Description:
Under supervision, performs technical and analytical work for the
Director or other management staff; performs related work as
required.
ESSENTIAL FUNCTIONS
Gathers and analyzes factual data; prepares proposals and
reports; develop, writes and tracks grant activities; makes
presentations; analyzes programs and activities and makes
recommendations; conducts long-term projects which require
statistical research, budget analysis, contract management and
the use of management information systems including desk-top
computer software; recommends procedural and organizational
improvements; performs cost benefit analyses; serves as a liaison
between the Oakland Housing Authority and outside agencies and
organizations.
KNOWLEDGE OF: basic principles of modern public administration,
contract management, familiarity with Federal/State/Local
regulations and policies, statistical and budget analysis,
research methods, and proficient in the use of modern software
applications such as MS Word, Excel, Access, PowerPoint and other
applications.
ABILITY TO: gather and analyze data, make presentations,
effectively utilize computer-based data processing systems, and
communicate effectively, both orally and in writing (or with
audio and visual capacities).
BILINGUAL SKILLS: Candidates with bilingual skills in Spanish,
Cantonese, Mandarin and/or Vietnamese are encouraged to apply.
Qualifications:
A bachelor’s degree, preferably with a major in business or
public administration, or a related field, and three (3) years of
increasingly responsible experience in the analysis of management
systems and operations, and one (1) year supervisory
experience.
Must possess a valid California Class C driver’s license and have
and maintain an insurable driving record.
Equivalent combinations of education, training and experience
will be considered.

An appointment will be made from the List. For some positions, an

candidates will be used in lieu of the oral examination. The
names of the highest-ranking candidates will be placed on the
List of Qualifiers, and the final selection will be made from
this List. College degrees or units required for the position
will be verified prior to final appointment. If this information
cannot be verified for a candidate, the candidate’s name will not
be placed on the List of Qualifiers. All appointments are subject
to the approval of the Executive Director.
All prospective employees must pass a physical examination and
drug screening by an Authority-designated physician. A
pre-employment criminal history background check will also be
conducted for all positions. For positions requiring use of an
Authority vehicle, candidates’ driving records will be checked
prior to appointment. To be eligible for appointment, each
candidate must possess a valid California Class C driver’s
license and a driving record acceptable to the Authority’s
insurer. All prospective employees must also provide proof of
American citizenship, or legal resident status and the legal
right to work in the United States.
