StopWaste is conducting a survey to learn about local government’s experience meeting annual organic material procurement requirements, as required by SB 1383 (Lara, 2016).

Affected jurisdictions, not qualifying for a waiver, are required to buy a minimum of 0.08 tons of organic waste per jurisdiction resident. The current materials accepted to meet procurement targets include compost, mulch, bioelectricity, and renewable gas (RNG). Cities and counties are invited to share their experience meeting these requirements, funding mechanisms, and unique compliance approaches.

Jurisdictions may submit responses through Thursday, January 22, 2026 using the following link: Four years of SB 1383 procurement requirements… how’s it going so far?
