Description
DEFINITION
Under administrative direction, plans, organizes, directs, and manages the fiscal and administrative activities and operations of a complex department; serves as a member of the department executive management team; provides input into key department policy decisions; and coordinates assigned activities with other divisions, departments, outside agencies, and the general public.
 
DISTINGUISHING CHARACTERISTICS
This class is defined as the highest level fiscal and administrative management class. Incumbents work under the policy level direction of a department head, and perform all responsibilities with a high level of independence and initiative. This class is designated at-will and serves at the pleasure of the appointing authority. Incumbents are responsible to oversee and manage the fiscal and administrative management functions of the County’s largest and most complex departments. The fiscal responsibilities overseen include areas such as budget preparation and monitoring, fiscal and program analysis, financial reporting, department level accounting functions, payroll, etc. Administrative support responsibilities overseen include areas such as contracts, grant preparation and monitoring, personnel, information technology and systems, facilities management (including space and equipment), department program support, and other general management support to the department. 
 
Use of this class is limited to one position in each of the County’s largest and most complex departments. These departments are defined as those that have a separate administrative division, a complex budget involving numerous contract, revenue and expenditure accounts; and separate budget funding streams such as enterprise funds, capital improvement funds, and federal and state fiscal interfaces which require both County and non-County budget and fiscal work. These departments typically have 100 or more permanent positions in several major office locations or divisions.
 
This class is distinguished from the lower class of Fiscal Administrative Officer in that this class is the highest level managementclass responsible for overseeing the fiscal and administrative responsibilities of the most complex departments, as described above, both directly and indirectly through subordinate managers and supervisors. While some responsibilities of this class may be similar to other fiscal and administrative management classes within the County, positions are allocated to this class based on an overall assessment of the position’s scope of responsibility, level of independence and authority to act on behalf of the department, consequence of error, and complexity and variety of the work functions of the department.
Qualifications

Employment Standards

Education: A Bachelor’s Degree or higher from an accredited college or university in Business Administration, Public Administration, Accounting, Finance, Economics, or a closely related field; AND

Experience: Six (6) years of responsible, professional experience performing administrative, budget management, fiscal and/or program analytical work, including a minimum of two (2) years of supervisory and/or management experience.

License: Some positions in this classification may require incumbents to possess and maintain a valid California driver’s license, Class C or higher, to carry out job related duties.
