The current vacancy is for the Community Action Partnership Solano Joint Powers Authority (CAP Solano JPA) is staffed through the County Administrator’s Office.
Key responsibilities include:
- Oversight of grant administration, procurement, contracts, and compliance activities;
- Coordination of regional homelessness and safety net initiatives;
- Fiscal oversight and monitoring of JPA-funded programs and budgets;
- Supervision and development of JPA staff;
- Facilitation of communication and collaboration among jurisdictions, partner agencies, service providers, and stakeholders; and
- Development of operational reports, funding recommendations, and administrative and operational support for the JPA Board.
IDEAL CANDIDATE:
The ideal candidate will be a collaborative and politically astute public-sector leader with experience navigating complex organizational and stakeholder environments. They will possess strong communication, organizational, and leadership skills, along with the ability to balance operational responsibilities, governance support, funding administration, and relationship management in a highly visible regional setting.
Successful candidates will demonstrate:
- Experience working with governing boards, elected officials, or multi-agency partnerships;
- Knowledge of public-sector administration, grant-funded programs, procurement, budgeting, general accounting, and compliance requirements;
- Ability to communicate effectively with diverse audiences, including elected officials, partner agencies, service providers, and community stakeholders;
- Experience in directly managing a diverse team of members who perform a wide range of duties;
- Strong judgment, professionalism, and problem-solving skills;
- Ability to manage competing priorities and maintain productive working relationships in politically sensitive environments; and
- Commitment to ethical leadership, accountability, transparency, and effective public service.
Experience related to homelessness systems, housing programs, behavioral health, social services, community development, or regional coordination efforts is highly desirable.

The eligible list established from this recruitment will be used to fill full-time and part-time regular, limited-term or extra-help positions as vacancies occur or the need arises.
POSITION REQUIREMENTS:
Experience: Three years of increasingly responsible experience in a social services program of which one year was in a supervisory capacity. AND
Education: A Bachelor’s degree is required from an accredited college or university preferably with a major in Social Work or a related field.
SPECIAL REQUIREMENTS:
- Depending on assignment, candidates for positions in this class may be required to possess a master’s degree in social work and a valid Licensed Clinical Social Worker license issues by the State Board of Behavioral Science Examiners.
- Possession of or ability to obtain a valid Class C California driver’s license may be required.
SELECTION PROCESS:

To be eligible, applicant must have served at least 181 consecutive days of active duty in the Armed Forces of the United States and have received either an honorable discharge or a general discharge under honorable conditions.
