Housing & the Regional Housing Needs Allocation process

The state has made a variety of changes to the Regional Housing Needs Allocation (RHNA) process with the goal of addressing California’s housing availability and affordability crisis. Many of these changes have placed additional workload, compliance requirements and potential penalties on counties.
