SALARY & BENEFITS INFORMATION

  • Salary: $70.62 – $90.13 Approx. Hourly /$12,240 – $15,623 Approx. Monthly/$146,880 – $187,476 Approx. Annually
  • Holidays: 12 days per year.
  • 80 hours of management leave per year
  • 8-hour floating holiday
  • Vacation:  10 days/year first 3 years; 15 days/year 4-9 years; 17 days/year 10-15 years; 20 days/year 16 years and thereafter.
  • Sick Leave:  12 days per year with a generous pro rata payoff at termination after at least 5 years.
  • Retirement: CalPERS, coordinated with Social Security. Formulas include (1) 2% at 55, (2) 2% at 60, or (3) 2% at 62.
  • Insurance:  Medical and dental plan, with the County paying for most of the employee and a portion of the dependent cost; a vision plan, a fully paid life insurance policy and long-term disability plan.
  • Other: Deferred Compensation plan, IRC Section 125 plan available.
  • Cell Phone allowance with Data Service Plan: For authorized members using a personal Cell Phone with an activated Data Service Plan, the allowance shall be $70.00 per month.

ABOUT THE DEPARTMENT

 

The Department of Resource Management consists of Air Quality Management District, Building, Environmental Health, and Planning Divisions.

 

The Air Quality Management District works to achieve state and federal air quality standards through permitting, inspection, and long-range planning.

 

The Planning Division administers policies and programs as directed by the County’s planning agency. It processes development-related applications and provides zoning information to the public.

 

The Building Division administers programs to safeguard life, health, and property of County residents through the application of uniform building standards.

 

The Environmental Health Division provides specific permit and inspection programs for the control of chemical and microbiological hazards affecting public health. Permitting and inspection activities involve sewage solid waste disposal, hazardous materials storage and disposal, underground tanks, food service facilities, individual wells and public drinking water systems, swimming pools, housing and institutions, medical waste management, land use, and household hazardous waste reduction.

 

ABOUT THE POSITION

 

Under the direction of the Director of Resource Management to plan, assign and manage the daily activities of one or more of the Resource Management Department Divisions (Planning, Building, Environmental Health, Air Quality, Administration/Community Education); assist the Director in managing the overall operations of the Resource Management Department; and perform related work as required.

 

DISTINGUISHING CHARACTERISTICS

 

This single position management class may serve- as the Division Manager for Planning, Building, Environmental Health, Air Quality, and/or Administrative/Community Education Divisions; works in conjunction with other department managers to formulate and advise the Director on possible agency improvements and efficiencies; serves as the lead in assuring seamless coordination among department divisions; assists the Director with assigned administrative tasks; and acts for or represents the Director of Resource Management in the Director’s absence. This position is an unclassified, at will position.

 

IDEAL CANDIDATE

 

The ideal candidate is a motivated, innovative and highly skilled leader for the Assistant Director of Resource Management. The ideal candidate is open, honest, of strong character, promotes transparency, and has excellent interpersonal and communication skills. The individual is familiar with the general provisions of Federal, State, and local laws, rules, and regulations relating to the operation of Environmental Health, Air Pollution Control, Land Use, Administration/Community Education, Planning, and Building Inspection. The individual also possesses a minimum of five years’ experience as a Department Head or Senior Manager within at least one of these areas.

 

EXAMPLES OF ESSENTIAL DUTIES

 

Duties may include, but are not limited to, the following:

Plans, assigns, and directs the full functions of the Planning, Building, Environmental Health, Air Quality and/or Administrative/Community Education Divisions; may serve as County Building Official or Environmental Health Director (Depending on Qualifications); establish and maintain coordination among all department divisions and other agencies; assist the Director of Resource Management in the development and interpretation of department policies and programs; may supervise the administration of the Consolidated Permit Center; may assist in preparation of estimates of administrative costs, capital outlay, other expenditures and budget requests; represents the Department to the public and various outside agencies and interest groups; may represent the County in court as an expert witness in development-related suits; participates in the selection, evaluation, and training of subordinate personnel; may act for the Director of Resource Management in the Director’s absence; assists the Director in department wide personnel matters.

Qualifications

Any combination of education and experience sufficient to directly demonstrate possession and application of the following:

Knowledge of: Expert-level knowledge in the following areas/disciplines: the principles and practices of Land Use Planning, or Building Codes and Inspection, or Environmental Health, or Air Quality Management, or Administration/Community Education applicable to Resource Management regulatory programs and enforcement; technical, legal, financial, and public relation principles and practices in the conduct of Resource Management programs; current techniques for public engagement and methods of preparing and updating the local General Plan, zoning code, building codes, environmental health regulations, air quality management plans and similar resource documents; principals of management and public administration including personnel, budgeting, supervision, training, and department organization; federal, state, and local laws, rules, and regulations relating to the Department of Resource Management. 

 

Ability to: Exercise initiative, ingenuity, and sound judgment in solving difficult administrative, operational, and personnel problems; evaluate and implement measures to enhance the responsiveness, and transparency and efficiency of department operations and services; improve and simplify permitting procedures and other service activities of the Department of Resource Management; interpret, explain in common language, and apply applicable laws, rules and regulations; train and supervise the work of subordinates; perform detailed and exacting work; establish and maintain effective working relations with the general public, commissions, public officials, department managers and the Director; understand and relate to others the aims, concepts, and principles of the Department’s   regulatory programs and the proper use and preservation of our public resources; instill a sense of community and teamwork within the Department and with other County departments; prepare clear and concise administrative and technical reports; speak effectively before large groups.

 

MINIMUM QUALIFICATIONS

 

A bachelor’s degree with major course work in science, geography, environmental health, land use planning, construction management, public administration, or a closely related field AND five (5) years of supervisory experience in public planning, building, environmental health, air quality, or administration, including at least three (3) years of senior management experience in charge of major program, division, or department with direct staff supervision. 

 

A master’s degree in a listed or related field may count for one (1) year of the required supervisory experience. 

 

Experience in a private firm serving the same function as a public agency (e.g., under contract with a public agency) may be considered.

 

SPECIAL REQUIREMENTS

 

Possession of a valid California driver’s license.

 

For the Planning Division: At least three (3) years of experience as a Senior Manager in Planning.

 

For the Building Division: Must possess current Building Official certification and Plans Examiner certification at time of hire. 

 

For the Environmental Health Division: Current status as a Registered Environmental Health Specialist.

PHYSICAL DEMANDS AND WORK ENVIRONMENT

Some additional physical demands may include: the ability to walk on 1 ½” joist and narrow beams, extensive driving (100-200 miles per day), walk on roofs, climb scaffolds and ladders, crawl in confined areas, crawl in attics, and to work in extreme weather conditions.

While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee is frequently exposed to fumes or airborne particles. The employee will interact with the public, other agency personnel and employees of other County departments. Some interactions may be under extreme stress requiring crisis or conflict resolution.
