California Consultation Series: Opportunity to Engage on SB 54 Implementation

SB 54 (Allen) – the state’s landmark Plastic Pollution Prevention and Packaging Producer Responsibility Act – was passed in 2022 and established an Extended Producer Responsibility (EPR) program, requiring producers to:
- Ensure single-use products are recyclable or compostable, and have a responsible end market.
- Cover the cost of managing single-use packaging waste that previously fell on local governments and garbage ratepayers.
- Fund the California Plastic Pollution Mitigation Fund to help the state address environmental and public health impacts of plastic pollution.
In 2024, the Circular Action Alliance (CAA) was selected by CalRecycle to serve as the program’s first Producer Responsibility Organization (PRO) responsible for implementing the law. CAA is kicking off its California Consultation Series to engage with local governments and other stakeholders as part of the SB 54 implementation process. The California Consultation Series will give interested parties an opportunity to ask questions and provide feedback on the SB 54 Program and Stewardship Plan.
