$14.14 million Available for Sea Level Rise Adaptation Planning Grant Program

California’s Sea Level Rise Mitigation and Adaptation Act of 2021 (SB 1) required the California Natural Resources Agency (CNRA), in collaboration with the Ocean Protection Council (OPC), to offer grants to local, regional, and tribal governments to fund sea level rise (SLR) adaptation planning and implementation projects to build resilience along California’s coast. The SB 1 Grant Program is part of California Climate Investments, which is funded by the Greenhouse Gas Reduction Fund (GGRF) via the proceeds of the Cap-and-Invest Program’s quarterly auctions.
Since its inception, the SB 1 SLR Adaptation Planning Grant Program (SB 1 Grant Program) has awarded 21 grants totaling nearly $16 million, with awards ranging from $220,000 to $2.9 million. As of June 2025, $14.14 million remains available for SB 1 project funding.
Applicants can submit funding proposals at any time; however, all proposals must be presented at a quarterly OPC meeting for the funding to be approved and awarded.
