Realignment Training in Sacramento, CA

The CSAC Institute was excited to offer Realignment Training on October 2 and 3 to an engaged group of county professionals. Participants represented seventeen counties across California and were eager to learn from instructors Diane Cummins (former Special Advisor to the Governor), Ardee Apostol (Director of Finance for San Mateo County), and Robert Manchia (CFO for San Mateo County).
This two-day course explored California’s 1991 and 2011 realignments, focusing on the history, rationale, and evolution of health, human services, mental health, and public safety programs. Day one covered the origins, structure, and funding of the 1991 realignment, as well as the expansion under the 2011 realignment, including AB 109. Day two delved into fiscal mechanics—fund flows, forecasting, and tracking realignment, Vehicle License Fee (VLF), and Proposition 172 funds—along with county-level implementation and fund growth.
Day two also featured a presentation by Senior Legislative Advocate Justin Garrett, who discussed current issues related to realignment, including IHSS collective bargaining, revenue distribution, and HR 1 implementation. Learn more about Realignment Training here.
CSAC Institute Recognizes Technology Executive Graduates

This week, the CSAC Institute recognized 40 graduates during the California County Information Services Directors Association (CCISDA) Fall Conference, held in partnership with the program. Graduates presented group capstone projects, which addressed critical county challenges — from artificial intelligence and open-source adoption to modernizing hiring practices and procurement strategies.
With the addition of these 40 accomplished leaders, our alumni network now exceeds 1,800 across the state. We applaud their achievement and continued commitment to innovation in public service. Join us in congratulating:
