Deputy Director – Child Welfare Services

The County Welfare Directors Association of California (CWDA) is recruiting for a Deputy Director – Child Welfare Services. The Deputy Director will be responsible for policy analysis, program implementation, and federal and state advocacy activities in support of the Child Welfare and Foster Care programs administered by county human services agencies.

Desired Qualifications 

• Extensive experience in and knowledge of the subject area of California’s child welfare and foster 
care system, including any combination of direct child welfare practice and/or policy-related 
experience in the county or non-profit sector.  
• A strong desire to improve outcomes for children, youth and families served in the foster care and 
child welfare program and to support county human services agencies in advancing effective and 
promising practices.   
• Minimum of a Bachelor’s Degree, ideally in public policy, social work, human development or a 
related field, with a preference for a Masters of Social Work and/or Juris Doctor degree.  
• Knowledge of state budget and/or legislative processes. 
• Excellent writing and communication skills. 
• Ability to take initiative and serve as a leader in advancing child welfare policies and practice, in 
coordination with county leaders and stakeholder groups.  
• Ability to work in a self-directed manner and build expertise in the subject matter through research 
and discussions with subject matter experts.  
• Experience in addressing issues and seeking common ground across multiple different 
stakeholders. 
• Ability to spot opportunities and potential challenges for the Association and its members and 
identify solutions and approaches to address those challenges. 
• Willingness to work after business hours during the peak State Budget (May Revision) period.  
• Ability to thrive in a fast-paced, fun environment.
