The County of San Benito is seeking a strategic and dynamic executive to lead in the County’s Budget Division of the County Administrative Office. The Deputy County Administrative Officer- Budget must be a results-oriented leader that will contribute to the County’s fiscal sustainability and operational effectiveness. The incumbent will lead in the development of the County’s $306 million budget, while maintaining fiscal control and accountability. The ideal candidate is a proven leader with extensive county budgeting experience and fiscal management capable of mentoring a developing team while providing critical financial guidance to department fiscal staff and County leadership.
Under administrative direction, the Deputy County Administrative Officer is responsible for the day-to-day operation of a major division within the County Administrative Office or may oversee, coordinate, and direct projects, broad county-wide policy issues and programs; may act in the absence of the County Administrative Officer as authorized by the County Administrative Officer; and perform other duties as assigned.
DISTINGUISHING CHARACTERISTICS
The Deputy County Administrative classification is allocated to the County Administrative Office and is at-will to the County Administrative Officer. Incumbents in the position will be assigned to the Budget Division of the County Administrative Office and may also be assigned to other operational, projects or programs and major policy issues. The assigned work requires initiative, judgment, discretion, and the ability to make independent decisions within established policies and procedures set forth by the Board of Supervisors, County Administrative Officer, and Federal, State and County laws, ordinances, and regulations.

- Directs the activities of a major functional division area in the County Administrative Office such as the county budget, human resources, or other operational, projects or programs and major policy issues;
- Conducts studies of existing practices, procedures, methods, programs and services in assigned areas and prepares recommendations including a variety of reports and correspondence;
- Directs the conduct of a variety of analytical and feasibility studies, reviews reports of findings and makes recommendations to the County Administrative Officer regarding appropriate courses of action;
- Develops workload measurements and supporting data for budget requests, program alternatives, funding options and resultant service delivery implications;
- Designs and supervises studies and analyses relating to performance, efficiency and economy within assigned major functional program area;
- Keeps current on State and Federal legislation, regulations and court decisions related to assigned activities and functions, evaluates their impact and provides for the development and implementation of required policy or operational modifications;
- Manages and coordinates the related work of professional and support staff as well as assist in the selection, professional development, supervision, review and evaluation of employees;
- Presents to the Board of Supervisor’s for budget hearings, human resources activities and participates in the review process;
- Makes presentations regarding plans and programs at public meetings, administrative hearings and related functions and represent the County in meetings with other agencies, governments and private entities as assigned;
- Directs the maintenance of accurate records and files and the preparation of reports, correspondence and other written materials including keeping the County Administrative Officer appraised of current activities.
MINIMUM QUALIFICATIONS
Any combination of education, training and experience that would likely provide the required knowledge, skills and abilities may be considered qualifying. A typical way to obtain the required knowledge, skills and abilities would be:
Education: Graduation from an accredited four-year college or university with a major in public or business administration, finance, economics, accounting, human resources or a related field;
Experience: Four (4) years of progressively responsible experience in a governmental agency with responsibilities in administration or policy/program, professional level government budgeting, or management level human resources operations, including: systems, procedures and program evaluation.
License: Possession of a valid California operator’s license issued by the State of California Department of Motor Vehicles.
Special Requirements:
1) Ability to work irregular hours as necessary;
(2) ability to travel within and outside the county;
(3) ability to qualify for security clearance through a background investigation, including a fingerprint check.Desirable Qualifications:
1) Professional certifications, such as the Certified Government Finance Manager (CGFM), Society for Human Resources Management Certified Professional (SHRM-CP) or Society for Human Resources Management Senior Certified Professional (SHRM-SCP), or other related certifications
2) A master’s degree in public or business administrations, finance, economics, accounting, human resources, or a closely related field.Knowledge Of/Ability To
Knowledge of Government Budget: Principles and practices of financial analyses; budget planning, developing, implementing, record- keeping, reporting, and controlling within local government; long-range fiscal planning and management; revenue forecasting; applicable federal, state and local laws, regulations, and procedures affecting local government’s budget and fiscal activities; auditing; investment; debt management and issuance; and contract and grant administration and funding sources; applicable federal, state and local laws, regulations, and procedures affecting local governmental operations; California State guidelines and standards in the County Budget Act; generally accepted accounting principles; guidelines and standards of the Government Finance Officers Association (GFOA).
Incumbent will be assigned to the Budget Division and must have the ability to:
Budget Division: Plan, perform and/or direct the performance of complex financial, budget, revenue, and strategic planning analysis, budget preparation, implementation, and monitoring; direct work consistent with goals and priorities; use modern office equipment, and computers and related software applications; manage multiple priorities simultaneously; analyze problems and data, identifying alternative solutions, projecting consequences of proposed actions, and implementing recommendations in support of goals; communicate information and ideas clearly and concisely orally and in written formats; prepare narrative, fiscal and statistical reports, records, correspondence, and proposals; develop timetables for obtaining needed funding for new or modified substantive government programs; work with financial authorities and outside contractors; utilize spreadsheets and financial, budget, and statistical software packages to analyze financial data, spot trends, and develop forecasts; represent the County effectively in meetings, including making presentations; exercise tact and judgment in representing the County Administrative Officer on a variety of occasions; establish and maintain positive and effective work relationships with County Administrative Officer, and Administrative and Human Resources team, the Board of Supervisors, elected officials, county staff and a variety of citizens and public and private organizations, government and community organizations and the general public; select, supervise, train and evaluate assigned staff; prepare logical, accurate, comprehensive, and legally sound narrative and statistical analyses, reports, correspondence, procedures and other written materials; presenting complex financial and budget concepts and strategies in easy-to-understand language; respond constructively to conflict; maintain confidentiality and control of sensitive information; inspire the trust, respect and confidence of others; work independently; prioritize personal workload and that of subordinate staff; reason logically; operate a motor vehicle and follow safe work practices as directed and trained.Physical Requirements/Work Environment: Work is performed primarily in an office environment including sitting at a desk working with computer equipment for prolonged periods, light to moderate lifting and carrying of files and objects weighing up to 25 lbs.; occasionally stand and walk for extended periods; normal manual dexterity and eye-hand coordination; lift and move corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer, telephone, calculator, copiers, and FAX. May travel for work purposes of meetings, conferences and training; hear and communicate orally in person, on the phone and in meetings; hand/eye coordination for use of computer/office equipment and performing ergonomics assessments; visual ability to distinguish colors; regularly working with files and general office equipment; safely operate a motor vehicle.
Selection Process:
All completed applications and supplemental questionnaires will be reviewed. Depending upon the number of applicants who meet the minimum qualifications, the examination process may include a screening committee (pass/fail) and/or an oral examination (100%) which may include a written practical component to determine placement on the eligible list.
