Human Resources Data Analyst I/II
POSITION:
Under general direction, provides a broad scope of analytical, technical, and professional-level support for the County Executive Office Human Resources and Labor Relations Divisions. The position is tasked with creating mechanisms to capture a broad variety of data, developing systems to easily utilize the data for continuous process improvement, and making recommendations to enhance the capabilities of the office to rely upon data-driven decision making.
This role requires the ability to translate complex data into clear, digestible insights and present information in a way that supports sound decision making by executive leadership and operational partners. Strong collaboration skills are essential, as the successful candidate will work closely with diverse stakeholders to achieve measurable results.

The Ideal Candidate
We are seeking a technical expert and trusted internal consultant who demonstrates a strong understanding of the systems and tools necessary to capture, analyze, and interpret complex data. This individual will proactively anticipate next steps and evolving business needs across departments and agencies, positioning themselves as a strategic partner rather than a transactional resource. The ideal candidate is forward-thinking, solutions-oriented, and able to identify alternative approaches that drive efficiency and strengthen processes. We are particularly interested in candidates with a background in classification and compensation studies, including experience conducting market analyses, job evaluations, and organizational assessments.

EDUCATION, TRAINING, and EXPERIENCE:
Some (I) to Considerable (II) experience in professional-level human resources data management which has led to the acquisition of the required knowledge, skills, abilities, and competencies. An example of a qualifying education and experience is:
Human Resources Data Analyst I: Possession of a bachelor’s degree in HR, Public Administration, Business Administration, Information Technology, or a related field AND one (1) year of professional-level human resources experience which includes experience managing projects related to data analysis and reporting.
Human Resources Data Analyst II: Possession of a bachelor’s degree in HR, Public Administration, Business Administration, Information Technology, or a related field AND three (3) years of professional-level human resources experience which includes experience managing projects related to data analysis and reporting.
NECESSARY SPECIAL REQUIREMENTS:
- Considerable experience utilizing various technologies including advanced experience with any of the following three (3) tools:
- Microsoft Excel
- Power BI
- An integrated HRIS system, such as PeopleSoft.
- Excellent written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire.
- Experience preparing and presenting comprehensive reports and recommendations in written and oral form to a variety of individuals and groups.
