Description

Under the direction of the County Risk Manager, to administer the County’s liability insurance programs; to process claims for damage to County property; and to do related work as required. This is a single position classification, having responsibility for the county-wide liability insurance program.

Duties:

  • Plans and administers the County liability insurance programs, which include, but are not limited to, Comprehensive Liability (including malpractice), fire, property damage, equipment, burglary and robbery, boiler and machinery, aircraft, and surety:
  • Evaluates claims experience and prepares cost studies showing ratio of cost of claims over cost of premiums for various types of liability insurance;
  • Periodically assesses known and prospective risks to determine adequacy of County insurance protection;
  • Recommends basic liability limits, excess coverages and deductible levels;
  • Collects and maintains data files;
  • Prepares reports and articles for publication;
  • Investigates incidents and accidents causing damage to county property and makes claims for damage and losses against responsible parties;
  • Acts as liaison to department heads and administrative staff on liability insurance and claims matters.
Qualifications

Any combination of training and experience equivalent to graduation from an accredited college or university with a degree in business administration, economics, or industrial engineering, or other related field, and three (3) years experience in general insurance adjustment, including claims and handling. Insurance experience may be substituted for two (2) years of the required college on a year-for-year basis.

Knowledge of: the basic principles of insurance, types of insurance, insuring agreements, loss control and techniques of risk management; knowledge of California Insurance Code, underwriting, indemnification, and forms of insurance contracts; ability to analyze and interpret laws, ordinances, and regulations; ability to accumulate and analyze data, prepare comprehensive reports and speak and write effectively; ability to coordinate with professionals within the Risk Management Division and with other County departments.
