ABOUT THE POSITION
The Human Resources Division is seeking an experienced, creative, dynamic professional who possesses strong analytical, written and oral communication skills. The County seeks an Analyst committed to providing excellent customer service to County departments, while being a vital team member and trusted advisor supervising a team of HR professionals in the Employment Services Unit.
Under the direction of the Principal Personnel Analyst, the Personnel Analyst III is expected to be a technical expert serving as a supervisor for professional and clerical staff in the performance of County human resources activities. The Personnel Analyst III is a working supervisor and will: conduct complex recruitments, assessments, and classification work; supervise a team of professionals responsible for analyzing and evaluating the effectiveness of County Human Resources programs, policies, processes, and team effectiveness; identify areas for improvement and innovation, and propose solutions; provide guidance to analysts relating to the interpretation of human resources policies, procedures, rules, regulations, workforce planning and organizational design. The Personnel Analyst III will deliver outstanding customer service to internal and external customers and will be a Human Resource generalist with responsibility for a wide array of personnel and analytical staff assignments.

To be successful, a Personnel Analyst III must be able to use independent judgment to scrutinize options, make sound decisions within established policy and procedures, and effectively communicate those decisions. Candidates should have a demonstrated ability to work successfully in a team environment, working respectfully, collaboratively and develop and maintain positive working relationships with colleagues, departments, and the public.

ABOUT THE DEPARTMENT
Human Resources is a division of the County Administrator’s Office and provides centralized HR-related advisement to the County’s 28 customer departments. With a dedicated team of 63 professionals, Human Resources encompasses a range of specialized units including: Employee Benefits, Staff Development, Employment Services, Risk Management, Labor Relations, EEO, Position Control, Leave Management and Classification & Compensation. Our mission is to partner with all county departments, community organizations, and educational institutions to recruit, develop, and retain employees of the highest quality and competency, and who represent the diverse community we work and live in.


Qualifications

Minimum Qualifications

Either Pattern I:
Experience: Two years as a Personnel Analyst II in San Joaquin County service.

Or Pattern II:
Education: Graduation from an accredited four-year college or university, preferably with a major in public or business administration, social science, industrial psychology, or a closely-related field.

Experience: Three years of full-time professional public personnel or related administrative analytical work, of which at least two years must have been a responsibility level equivalent to Personnel Analyst II in San Joaquin County service.

Substitution: Experience performing demonstrated complex professional public personnel work, such as classification, recruitment, and/or test development OR administrative/analytical work related to personnel may be substituted for the required education on a year-for-year basis.
