Description

The Metropolitan Transportation Commission (MTC) is looking for a collaborative, solutions-driven operations leader to serve as its next Director of Procurement, Property, and Risk Management (PPRM). Established by the California Legislature in 1970, MTC is the transportation planning, financing, and coordination agency for the nine-county San Francisco Bay Area. As one of California’s most innovative regional agencies, MTC stewards billions of dollars in transportation, housing, and infrastructure investments while advancing equity, sustainability, and resilience initiatives that shape the Bay Area’s future.
Reporting to the Chief Operating Officer, the PPRM Director will lead a team responsible for all procurement and contracting activities, risk and insurance management, and the daily operation and maintenance of MTC’s real property and facilities, including the Bay Area Metro Center. The Director will oversee complex solicitations, manage vendor and contractor relationships, and ensure compliance with state and federal procurement regulations. This leader will also manage the agency’s enterprise risk portfolio, oversee insurance programs, and ensure adherence to liability and safety standards. Additionally, the Director will direct property and facility management operations, capital improvements, and leases while developing policies that support fiscal accountability, operational efficiency, and workplace safety.

The role requires a highly strategic professional who can connect policy and operations while modernizing internal systems and fostering a culture of transparency and continuous improvement. The Director will serve as a trusted advisor to MTC leadership, helping to align administrative and operational functions with the agency’s long-term strategic goals.

The ideal candidate is a strategic, relationship-focused, equity-minded executive with extensive experience in leading procurement, contracting, or risk management within a complex organization, preferably in the public sector. A bachelor’s degree in business, public administration, or a related field is required; a master’s degree is preferred. Candidates should have at least six years of progressively responsible operational leadership experience, including four years at a management level. The successful candidate will demonstrate expertise in California public contracting, enterprise risk management, and facilities oversight, along with strong leadership, communication, and problem-solving skills.
