This is a Limited-Term position. This position will be assigned to a SB 1383 Program Coordinator in the Integrated Waste Department.

DEFINITION

Under direction, assists in the development implementation of county-wide programs as part of the San Benito County Integrated Waste Management Regional Agency (Regional Agency) which consists of the Cities of Hollister and San Juan Bautista and unincorporated San Benito County, for solid waste source reduction, reuse, recycling, and resource recovery; performs other related duties.

DISTINGUISHING CHARACTERISTICS
This is a single position, specialty class responsible for assisting in the development and implementation of Regional Agency solid waste source reduction, reuse, recycling and resource recovery programs. This position is responsible for coordinating programs with an independent of the contract solid waste hauler, aimed at achieving the recycling and resource recovery goals of the Regional Agency’s Summary Plan. This position provides highly specialized program coordination and expertise in the areas of solid waste source reduction, reuse, recycling and recovery.

Director of Integrated Waste Management, or designee

CLASSIFICATIONS SUPERVISED

May supervise clerical support staff.

TYPICAL PHYSICAL REQUIREMENTS

Sit for extended periods; frequently stand and walk; normal manual dexterity and eye-hand coordination; lift and move objects weighing up to 25 lbs.; corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer, telephone, calculator, copiers, and FAX.

TYPICAL WORKING CONDITIONS

Work is performed in an office environment; continuous contact with other departments, agencies and staff. May be required to travel for trainings, meetings and off-site assignments.

 

Example of Duties

(The following is used as a partial description and is not restrictive as to duties required.)

Coordinates the development, implementation and update Regional Agency solid waste source reduction, reuse, recycling and resource recovery programs.
Provide technical expertise to the Regional Agency in the areas of solid waste source reduction, reuse, recycling and resource recovery.
Provides general staff support to the Regional Agency in the areas of solid waste reduction.
Monitors, gathers data, analyzes and evaluates variations which affect solid waste source reduction, reuse, recycling and re¬source recover efforts.
Develops recycling/source reduc¬tion goals, strategies and to targeted programs; develop systems to monitor and evaluate their effectiveness.
Provides direction in developing ordi¬nances, zoning laws and other provisions, in coordination with the Regional Agency members, aimed at supporting solid waste source reduction, reuse, recycling and resource recovery goals and objectives.
May serve as the Regional Agency’s liaison and interface with Federal, State, regional and local agen¬cies, landfill and resource recovery plant operators, engineers and contractors; establish working relation¬ships with officials at all levels of government, private industry and the general public.
Participates in the Local Task Force for the Regional Agency.
Assists in the development and promotion of solid waste source reduction, reuse and recycling efforts by developing public education programs designed to increase awareness and involvement in solid waste source reduction, reuse and recycling issues.
Maintains refer¬ence library for integrated waste management materials.
Assists in the development of marketing strategies designed to encourage general public and business participation in solid waste source reduction, reuse and recycling programs.
Researches and writes technical reports, correspondence and other program documents.
Keeps abreast of latest advancements in solid waste source reduction, reuse and recycling through technical jour¬nals, research and attendance at professional conferences; Informs management on these findings and developments.

Qualifications

Minimum Qualifications

Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Education: Completion of course work leading to a bachelor’s degree in environmental sciences, business, biology or a closely related field,
AND
Experience: Two years of project management/coordination experience, preferably in the integrated waste management field, developing and promoting public or private source reduction, reuse recycling or other comparable solid waste management programs. (Experience may be substituted for education on a year for year basis.)

SPECIAL REQUIREMENTS:
Possession of, or ability to obtain a valid California Drivers License.

Knowledge of:

Programs and practices dealing in the areas of solid waste source reduction, reuse, recycling
and recovery
Program management, contract compliance, and monitoring techniques.
Research and financial analysis techniques.
Modern office practices, methods, and computer operation.
Principles and procedures of record keeping and reporting.
Computers and software used in professional legal work.
Proper English usage, spelling, grammar, and punctuation.

Deal tactfully and courteously with the public, representatives of other agencies, and governmental staff

Selection Process: 
All completed applications and supplemental questionnaires will be reviewed. Depending upon the number of applicants who meet the minimum qualifications, the examination process may include a screening committee (pass/fail) and/or an oral examination (100%) which may include a written practical component to determine placement on the eligible list.
