This case is a challenge to a PERB determination that limits the ability of a Board of Supervisors to assign county workers to particular assignments in response to an emergency. CSAC’s brief sets forth the various sources of authority for a county to assign workers during an emergency, and argues that deference is due to a Board of Supervisor’s emergency actions.
