Ocean S. v. County of Los Angeles (24-7577)

The Ninth Circuit Court of Appeals is considering an intermediate appeal on the issue of whether federal courts should abstain from weighing in on class action claims related to housing placement and transition planning for youth in foster care. CSAC’s brief, prepared by its General Counsel Jennifer Henning, argues that federal courts are ill-suited to address the issues raised by such claims and they should instead be decided in the context of each individual minor’s dependency action.
