The Court of Appeal in this case will be deciding what constitutes a “project” for purposes of eminent domain proceedings. CSAC’s amicus brief, prepared by its General Counsel Jennifer Henning, argues that a “project” includes the Resolution of Necessity and project documents approved by the governing body, and not just the project’s abstract purpose.
