2025 Annual Meeting: Administration of Justice Policy Committee Recap

During the 131st Annual Meeting in Santa Clara County, the Administration of Justice (AOJ) Policy Committee met to discuss several interrelated topics: the provision of jail medical services in county carceral settings, California’s opioid settlements, and early implementation of Proposition 36 (2024).
The AOJ Policy Committee featured presentations from the counties of Glenn, Lake, and Marin, as well as from the Judicial Council of California (JC). Representatives from Marin County’s Health and Human Services Agency & Marin County Sheriff’s Office spoke to the critical interconnectedness of public health and correctional health care services, and representatives from Glenn & Lake Counties provided insight on their counties’ experiences and future goals for leveraging their shares of California’s opioid settlements. Lastly, a representative of the JC discussed early data from filings per Proposition 36; specifically, covering preliminary implementation data on Health and Safety Code § 11395 cases within the date range of December 18, 2024, through June 30, 2025, as required by the Budget Act of 2025.
Additionally, AOJ Policy Committee members discussed 2026 policy priorities, which includes a continual focus on the juvenile justice continuum and a reduction in the IST population; sustainable funding for the implementation of Proposition 36; continued efforts to prioritize stabilization of funding through the federal Victims of Crime Act (VOCA); and ensuring counties have the flexibility and funding to provide constitutionally required indigent defense.
