Alumni Spotlight: Carmelita Gusman

Next week, we will proudly celebrate the graduation of the Stanislaus County Campus Cohort of 2026! 

Over the last 10 months, this exceptional group dedicated themselves to earning their Executive Credential through the CSAC Institute, strengthening their leadership skills and deepening their commitment to serving their organizations and communities. 

We are incredibly grateful to Stanislaus County for its partnership and investment in developing local leaders. 

As we celebrate their accomplishment, we are also excited to spotlight one of our newest alumni, Carmelita Gusman, Fiscal Manager at StanCERA. Read on to learn more about her leadership journey. 

How do you explain to others outside government what you do?  

I tell people that my job is to help ensure the retirement security of the public employees who dedicate their careers to serving our community. At StanCERA, I oversee financial operations, member services, and administrative functions to ensure retirement benefits are calculated accurately, funds are managed responsibly, and the organization remains financially strong for current and future retirees. While much of my work happens behind the scenes, it directly impacts thousands of members and their families by protecting the retirement benefits they have earned. 

What Does Public Service Mean to You?  

Public service means making decisions that put the community first, even when the work isn’t visible. It’s about being a good steward of public resources, acting with integrity, and earning the trust people place in government. Every decision we make has the potential to affect someone’s retirement, livelihood, or confidence in public institutions. For me, public service is about creating lasting value through accountability, transparency, and a commitment to serving others with professionalism and compassion. 

What’s the best piece of advice that you have ever received? 

One of the best pieces of advice I’ve ever received is: “Never stop learning.” That mindset has shaped my entire career. I’ve learned that leadership isn’t about having all the answers. It’s about being willing to ask questions, seek feedback, and continually improve. Whether it’s pursuing professional certifications, implementing new technology, or learning from colleagues and mentors, staying curious has helped me grow both professionally and personally. It has also taught me that investing in your own development allows you to better serve others. 

How has the Executive Leadership Development Program assisted you in your career pathway? 

The Executive Credential Program has strengthened both my leadership and strategic thinking. It has reinforced the importance of leading with purpose, building strong relationships, and thinking beyond day-to-day operations to focus on long-term organizational success. The program has also connected me with leaders from different departments, allowing me to learn from diverse experiences and broaden my perspective.
