BSCC Proposed Regulation Revisions – Titles 15 & 24 

Please be advised that the drafts of the proposed Titles 15 and 24 regulation revisions are available for review on the 2022 Juvenile Titles 15 and 24 Regulations Revision webpage. 

The proposed revisions represent discussions from the members of the Executive Steering Committee (ESC), Secure Youth Treatment Facilities (SYTF) Subcommittee, and each of the four subject-matter expert (SME) workgroups, in addition to input from community members, youth and families affected by juvenile detention, and staff of the Office of Youth and Community Restoration, Office of the State Fire Marshal, and California Board of Barbering and Cosmetology.  

The next SYTF Subcommittee and ESC hybrid meetings have been scheduled as follows:  

• SYTF Subcommittee Meeting: Friday, September 19, 2025 at 9:00 am.   

• ESC Meeting: Tuesday, October 14, 2025 at 9:00 am.  

The agenda for each meeting and any additional meeting materials will be made available at least 10 days prior to the meeting dates on the 2022 Juvenile Titles 15 and 24 Regulations Revision webpage. Please direct questions to: regulations@bscc.ca.gov.
