CSAC Finance Corporation announces the departure of CEO Alan Fernandes; Celebrates a decade of exceptional leadership and the appointment of his successor.

Sacramento, CA — The Board of Directors of the CSAC Finance Corporation (CSAC FC) today announced that Alan Fernandes, who has led the organization with extraordinary dedication and vision for the past ten years, has decided to step down from his role as Chief Executive Officer to pursue his own government affairs law firm in private practice.

During his tenure, Alan has guided CSAC FC through a period of tremendous growth, innovation, and positive impact. Under his leadership, the organization has launched major initiatives, achieved record contributions to CSAC, increased partnerships, built sizable reserves and developed a remarkable Staff and culture. His commitment to the mission and his passion for county government have left a lasting mark on the organization and those it serves.

“The Board and the entire CSAC community are deeply grateful for Alan’s vision, energy, and leadership,” said Oscar Villegas, Chair of the Board. “His legacy will continue to inspire our work for years to come. His creativity and enthusiasm have left a legacy mark on the organization and because of his leadership our future is as bright as ever.”

While we will deeply miss his daily presence, we couldn’t be happier for Alan as he moves on to his next chapter — one that is sure to be filled with continued success, purpose, and impact.”

While this marks the end of an extraordinary chapter, CSAC FC remains strong, stable, and fully committed to continuing its mission without interruption. The Board is also excited to announce the unanimous decision to appoint Rob Pierce as the new Chief Executive Officer of CSAC FC, effective January 1, 2026. The Board is confident this appointment will ensure a smooth leadership transition and constant service to its partners and members.

Alan expressed gratitude for the opportunity to serve, stating, “It has been one of my greatest honors to lead CSAC FC. Together, we’ve achieved remarkable progress, and I have complete confidence that the organization will continue to thrive and make an even greater impact in the years ahead. The CSAC FC Staff and its partners are poised for continued success, and I have no doubt that the CSAC FC Team will continue to be extremely successful in its obligation to serve its members, partners, and the great counties of California.”
