CSAC Institute Announces Fall Programs

CSAC William “Bill” Chiat Institute for Excellence in County Government (CSAC Institute) is a continuing education resource for new and experienced California county elected officials, executives and senior staff. 

CSAC Institute has opened registrations for the Chief Administrative Officer (CAO), Human Resources (HR), and Technology Executive Institute programs. Members can self-enroll at csacinstitute.counties.orgAdditionally, CSAC Institute will be launching on-site campuses in Butte, Sutter, Yuba, Stanislaus, and Monterey Counties this fall.

CAO Executive Institute

This returning program is ideal for: County CEOs/CAOs (≤5 years in role), Chief Deputies & Deputy CAOs, and Department Heads preparing for executive roles. Program highlights include 

  • Two in-person residencies (Dec 10–12 & Apr 16–17) 
  • Four virtual sessions (Jan–May 2026) 
  • Two elective courses (Fall–Winter 2025)

Human Resources Executive Institute 

The HR Executive Institute is designed for current and emerging leaders from within HR county departments. The innovative design includes a 4-day residency and tailored virtual courses. Program components include:

  • Setting the leadership stage: virtual on November 12, 2025 
  • Residency cohort modules in Sacramento: December 8 – December 12, 2025 
  • Application in action: virtual on January 21, 2026 
  • Three (3) elective courses to tailor the experience: choose from course offerings

CCISDA-CSAC Technology Executive Credential Program  

County technology professionals face growing responsibilities in a rapidly changing environment. Since 2016, the CCISDA-CSAC Technology Executive Credential Program has equipped county IT staff with the leadership skills, peer network, and practical knowledge needed to lead strategic initiatives and navigate the future of government technology.

Upcoming Virtual Course Offering: AI and Its Applications in County Government 

AI has become a wide subject, growing wider every day. Topics to be explored include:

  • Why AI matters for counties 
  • What is AI 
  • County use cases 
  • How AI works, non-technical overview 
  • Organizational impact, citizen impacts, etc. 
  • Employee skills needed, workforce impacts, e.g. AI Agent management skills at all levels.
