CSAC Statement on passage of SB 415

Sacramento, CA — California State Association of Counties (CSAC) CEO Graham Knaus issued the following statement after the Legislature approved SB 415 (Reyes) early Saturday morning:
Last year’s well-intentioned law desperately needed a fix, and Sen. Reyes and Asm. Carrillo delivered. SB 415 gives counties and cities the tools and flexibility to address the local impacts of warehouses — without blowing up their budgets. It deserves the governor’s signature.
Background:
- SB 415 is a clean-up measure after the enactment last year of AB 98 (Carrillo).
- While intended to address impacts from the logistics industry in Inland Empire, AB 98’s sweeping, one-size-fits-all mandates extended to every local government in the state, even in regions with no warehouses or related development.
- Recent amendments to SB 415 addressed county concerns, and CSAC now supports the measure.
