On Wednesday, April 1, CSAC hosted a webinar to break down the H.R. 1 budget proposal, following the release of a multi‑year state budget request from California county leaders to the Governor and Legislature. The request aims to protect the state’s safety net from federal cuts that would significantly impact local communities.
H.R. 1 would shift billions of dollars in ongoing costs for health care, food assistance, and other critical safety‑net programs from the federal government to states and counties. California counties estimate the impact could reach up to $9.5 billion annually—making it one of the largest structural challenges facing the state budget in decades.
