DHCS Launces BHSA County Portal

On August 6, 2025, the Department of Health Care Services (DHCS) launched a new Behavioral Health Services Act (BHSA) County Portal, which is a centralized digital platform intended to standardize the way counties draft, revise, and submit their County Integrated Plan for Behavioral Health Services and Outcomes. 

Counties may use this tool as they prepare to submit their draft Integrated Plan, which is due on March 31, 2026. DHCS intends for the BHSA County Portal to streamline review and feedback ahead of the June 2026 deadline for final Integrated Plans.  

According to DHCS, “The BHSA County Portal is designed to be a user-friendly platform that provides real-time access to the tools and information needed to understand new BHSA policy requirements and guide counties in developing effective Integrated Plans. It facilitates collaboration within each county as they develop their Integrated Plan by centralizing planning tools, policy documents, comprehensive training materials, and a dedicated help center. Resources within the BHSA County Portal deliver targeted support and guidance to counties throughout the planning process.”

DHCS notes that this new platform represents a significant shift in reporting. To support counties through this transition, DHCS will provide ongoing updates, additional training opportunities, and technical assistance on the Integrated Plan through the county portal.
