Governor Announces HHAP and Homekey+ Awards, New CARE Act County Designations

This week in Alameda County, Governor Gavin Newsom announced the second batch of awards made through Round 6 of the Homeless Housing, Assistance, and Prevention (HHAP) program. The 20 regional awards totaling $159.3 million today are in addition to the three regional awards announced in January, bringing the total of HHAP Round 6 awarded funding to approximately $578.9 million. A full list of the 23 counties included in the 20 regions to receive today’s batch of funding can be found in the California Department of Housing and Community Development’s (HCD’s) press release. HCD notes that staff are working with the 19 remaining regional applicants to address outstanding application issues and eligibility thresholds, but will be making additional awards on a rolling basis.  

Governor Newsom also announced new awards for Homekey+ funding, totaling $131.8 million for eight projects located within the counties of Contra Costa, Los Angeles, San Joaquin, Tehama, and Yuba. These awards, which will create 443 units for Californians experiencing or at risk of homelessness and living with behavioral health challenges. Funding for today’s Homekey+ awards comes from Proposition 1 Bond funds and HHAP Homekey+ Supplemental funding appropriated in previous year budgets. HCD’s press release notes that Homekey+ applications will continue to be reviewed and approved on a rolling basis.   

The last component of the Governor’s announcement was a new county designation related to implementation of the Community Assistance, Recovery, and Empowerment (CARE) Act. The ten counties with the highest rates of CARE petitions per capita have been named “CARE Champions.” The ten counties with the lowest CARE petitions per capita will receive targeted technical support and training through a state CARE Improvement and Coordination Unit (ICU).
