HHAP Round 7 NOFA Now Available

The California Department of Housing and Community Development (HCD) recently released the Notice of Funding Availability (NOFA) for Round 7 of the Homeless Housing, Assistance and Prevention (HHAP) Program. Issued as an amendment to the Round 6 NOFA, it makes available an additional $829.4 million appropriated in the 2026–27 Budget Act.
CSAC successfully advocated for funding beyond the $500 million originally proposed for HHAP Round 7. The final budget agreement also reflected CSAC’s efforts to streamline implementation and accelerate the release of funds. Rather than submit a new application, recipients will receive HHAP Round 7 funding as additional Round 6 disbursements under approved Regionally Coordinated Homelessness Action Plans
To qualify for HHAP Round 7 funding, applicants must satisfy the requirements established in the housing budget trailer bill, AB 179 (Chapter 68, Statutes of 2026). To receive the first disbursement, applicants must:
- Meet all requirements for the second disbursement of Round 5 funding
- Obligate 50% of total Round 6 funding
- Remain in good standing on all prior-round reporting requirements
- For county and city applicants, comply with CalICH guidance on addressing encampments
- For county and city applicants, maintain a compliant housing element
- For large-city applicants and counties containing large cities, obtain a prohousing designation within 12 months of the funding allocation
- For large-city applicants and counties containing large cities, provide a local funding match
