Implications of Housing California’s Roadmap Home for Counties

Housing California has released an updated advocacy plan (Roadmap Home) that prioritizes the desires of housing developers at the expense of county public infrastructure. Specifically, the report proposes a variety of principles that would severely limit a county, city and special district’s ability to impose or collect adequate development impact fees. We note these fees support a variety of public infrastructure, from water delivery to park space that meets the needs of all county residents. Most concerning, the report calls for legislation that would allow the state to withhold maintenance funding for local roads if a jurisdiction does not have an approved Housing Element.

We note that many of the reports recommended policy changes conflict with CSAC’s county advocacy platform.
