As the dust settles following a flurry of state budget activity over the last week, CSAC is providing follow-up information regarding the 2025 Budget Act spending agreement and implications for county governments. CSAC will continue to report on the state budget throughout the year as developments occur. CSAC’s Summary and Comments: 2025 Budget Act  

After major state budget development milestones, the CSAC Legislative Affairs team publishes a comprehensive summary and commentary regarding the composition of the state budget for the upcoming fiscal year and the impacts to county finance and programs, as follows: 

A Condensed Timeline: The State Budget Development Cycle 
Annual Milestone / Deadline Description 
January 10 – Governor’s Budget  The Governor must introduce a proposal for the state’s budget for the upcoming fiscal year by January 10 annually.  
May 14 – May Revision   Based on updated revenue forecasts and the state’s fiscal condition, the Governor must release a revised proposal for the state’s budget for the upcoming fiscal year by May 14 annually.  
June 15 – Legislature’s Budget Plan Passed and  June 30 – Last day of the state’s fiscal year  Pursuant to Proposition 25 (2010), the Legislature must pass a balanced state budget by June 15 annually, or risk forfeiting their compensation until the budget is passed.  The state’s fiscal year begins on July 1 and ends on June 30 every year, therefore the Governor signs the state budget by June 30 annually to authorize spending for the new fiscal year on July 1.

CSAC’s State Budget Webinar Series 

On Thursday, July 3, the CSAC Legislative Affairs team hosted a webinar exclusively for County Supervisors, county officials, and county staff to provide an overview and analysis of the state’s 2025 Budget Act.
