LegCon 2026: Government Finance and Administration Policy Committee Meeting Recap

The GFA Policy Committee meeting opened with a presentation by Deputy Legislative Analyst Carolyn Chu of the Legislative Analyst’s Office—the Legislature’s nonpartisan fiscal and policy advisor—on the Governor’s May Revision budget proposal and a broader outlook on the state’s budget over the next few years. The presentation helped address questions about what is in the Administration’s proposal and provided an update on the LAO’s recommendations for the final budget proposal.  

The AI panel discussion included presentations from Chief Information Officer Marc Shorr and Data Engineer and Data Scientist Vaishnavi Vasudeva of Contra Costa County on how the county is developing unique AI programs to improve service delivery and how it supports its workforce as these programs are incorporated into their everyday operations. We also heard perspectives from Policy Advocate Andrea Lynch with the California Chamber of Commerce and Government Relations Advocate Beth Malinowski with SEIU California on the intersection of emerging technology and labor, including its potential effects on the workforce. The panel also discussed related bills moving through the legislative process this year. 

Finally, the GFA team provided a legislative update following significant developments during the May 14 Senate and Assembly Appropriations Committees’ Suspense File hearings, where eight bills opposed by CSAC’s GFA team were held by the committee and will no longer advance this year.
