Medi-Cal ACA Expansion Members Start to Receive Outreach Letters on H.R. 1 Requirements 

Earlier this month, the Department of Health Care Services (DHCS) began mailing a federally required outreach letter to Medi-Cal members who may be affected by new H.R. 1 requirements.  

The letter describes the Work and Community Engagement Rule and the 6-Month Renewal Rule, both scheduled to take effect in 2027. DHCS will send the letter in all Medi-Cal threshold languages to about 4.8 million members in the Affordable Care Act Adult Expansion Group. 

The letter also explains who will be subject to the new federal rules, identifies exemptions that allow individuals to keep coverage without meeting work or renewal requirements, and provides guidance for members who must comply. DHCS and county offices will send affected Medi-Cal members additional notices in 2027.
