Packaging Producer Responsibility Plan Released for Public Comment

On Monday, the Circular Action Alliance (CAA) submitted the draft “California Extended Producer Responsibility (EPR) Program Plan” (Plan) to the Packaging Producer Responsibility Advisory Board (Advisory Board) as required by California’s Plastic Pollution Prevention and Packaging Responsibility Act (Senate Bill 54 (Chapter 75, Statutes of 2022)).

Public comments on the Plan will be accepted through August 14, 2026 

Plan sections of particular importance to local governments include, but are not limited to: 

  • Reimbursement and Payment Process (Chapter 2, starting on page 17) 
  • Materials Strategy and Covered Material Category Compliance Plan (Chapter 3, starting on pg. 70) 
  • Strategy for Compostable Covered Materials (Chapter 4, starting on pg. 159) 
  • Education and Outreach (Chapter 7, starting on pg. 239) 
  • Fee Setting (Chapter 9, starting on pg. 279) 

Stakeholders are encouraged to attend the upcoming hybrid Advisory Board meeting next Friday, June 26 to learn more about the draft Plan and provide public comment. The Advisory Board will also convene on July 17 and August 7 to review the Plan and solicit feedback.
